Artisanal fishing and fossils

Small-scale artisanal fishing organizations in the region have been key allies of the Fossil Free Wider Caribbean Network since its inception. This sector is one of the first to be affected, not only by the impacts of climate change, but also by the advance of the offshore oil and gas industry. 

To better understand the situation of these communities and deepen the alliance, in 2024 the Fossil Free Wider Caribbean Network, in collaboration with the Latin American Union of Artisanal Fisheries, organized a Meeting on Artisanal Fisheries and Fossil Fuels in the Gulf of Morrosquillo, an area of the Colombian Caribbean where fishing organizations have been fighting for more than 10 years against the impacts of gas, oil, and coal exploration, exploitation, and transportation. The meeting was attended by small-scale artisanal fishers from Colombia, Mexico, Guatemala, Chile, Argentina, Honduras, Brazil, Saint Lucia, Guyana, Ecuador, St. Kitts & Nevis, Costa Rica, Peru, El Salvador, and Panama.

The outcome of this meeting, the Declaration of Tolú, calls on governments, institutions, and civil society organizations to speak out and take decisive action against the impacts of the gas, oil, and coal industries, while always ensuring the human rights of fishing communities in the region.

ULAPA

The Latin American Union of Artisanal Fishermen and Fisherwomen (ULAPA) is a regional organization that brings together artisanal fishermen and fisherwomen from across Latin America. It was founded in 2015 and formally established on December 12, 2023, in the city of Valparaíso with the aim of strengthening the rights of fishing communities, promoting sustainable fishing and aquaculture, and ensuring social and economic equity in the sector.

In a context of growing challenges such as overfishing, climate change, and the lack of recognition of the rights of fishing communities, ULAPA positions itself as a collective voice to influence decision-making spaces where small organizations cannot reach and influence regional and international policies promoted by international organizations that intervene not only in the activity but also in the spaces and livelihoods where ULAPA member organizations operate.

ULAPA acts as a unifying platform, promoting the voice of more than 15 national organizations in regional and international forums. Its work strengthens cohesion among fishing communities, promotes ocean sustainability, and ensures that artisanal fishing remains a vital source of income and food security.
